Nawailiwili Harbor is just south of the airport. For cruise ship passengers, there is a free shuttle. There are no car rental companies located at the harbor.

Kahoolawe – The Target Isle. Undeveloped.
It is very hard to get lost on the Hawaiian Islands. There are very few roads and in many cases you can see the mountains and oceans for reference. However, maps are always available when you pickup your vehicle at all the car rental counters. If you fly with Hawaiian Airlines they offer an excellent free map of the Islands. Since many people carry smart phones, it is suggested to download a GPS or map app for additional reference.
